where are portlet prefs stored

My question should be simple for anyone that knows the details about
Portlet Preferences.  Where are the Portlet Preferences stored for J2,
and where are they stored for J1 Fusion?  I'm having a hard time
finding them, as I'm trying to fix the issue of the preferences being
removed on every redeploy.
