[VOTE] Apache ActiveMQ Artemis 2.18.0 release

I would like to propose an Apache ActiveMQ Artemis 2.18.0 release

This is a substantial release involving good work from a lot of great
people. Thank you and congratulations to all involved in achieving the
current state on the codebase.

The following features were added as part of this release:

[ARTEMIS-2716] - Pluggable Quorum Vote
[ARTEMIS-2919] - Support timestamping incoming messages
[ARTEMIS-3106] - Support for SASL-SCRAM
[ARTEMIS-3137] - Support XPath filters
[ARTEMIS-3168] - JAAS login module to convert existing Principal to an
Artemis UserPrincipal
[ARTEMIS-3198] - Ability to increase concurrency on core bridges
[ARTEMIS-3243] - Dual Mirror Support on AMQP Broker Connections
[ARTEMIS-3280] - Netty pool metrics via Micrometer
[ARTEMIS-3288] - Bulk user loading with basic security manager
[ARTEMIS-3297] - Journal Retention
[ARTEMIS-3365] - Broker Balancers
[ARTEMIS-3402] - Split Brain detection should reject bad member updates

Just updating what I did to verify the release before I gave my +1


- Made sure the packaged bytes are what I meant after releasing
- done some tests after downloads
- Run the full testsuite with a 100% pass for a few times before tagging 2.18.0

Yep, Clebert noted this in his initial reply yesterday and updated the
template, and committed the change to the release guide to avoid
further occurrences.

(I would just have deleted the whole section though personally rather
than just removing the version, since the response format is implicit
and noone actually 'fills out' that form style bit)

I checked things out as follows:
- Verified the signature + checksum files.
- Checked for LICENCE + NOTICE files in the archives.
- Checked licence headers in the source archive by running:
  "mvn apache-rat:check -DskipLicenseCheck=false"
- Ran the source build and the AMQP integration tests on JDK11 with:
  "mvn clean install -DskipTests && cd tests/integration-tests/ && mvn
-Ptests -Dtest=org.apache.activemq.artemis.tests.integration.amqp.**
test"
- Ran the Qpid JMS 1.1.0 HelloWorld against a broker started from the
binary archive on JDK11.

Note: as the 2.18.0 tag was recreated before the vote, folks should
ensure their checkout has the latest one if you fetched any of the
intermediates, git wont update it.
Run "git fetch --tags" and it will note if it is rejecting any because
it would clobber an existing value. Then add --force to make it do so
if needed.
