## Current behavior:
Currently there is a feature in ATS called [secondary_mode](https://docs.trafficserver.apache.org/en/8.1.x/admin-guide/files/parent.config.en.html?highlight=secondary_mode) that ORT does not apply.

## New behavior:
Have ORT pull a Parameter set for a cache group Name: secondary_mode, Config File : parent.config, and its value and apply to parents.
