[discuss] release Apache APISIX 1.4 version

hello, community,
After the release of Apache APISIX 1.3, a number of new features have been
added, such as Apache skywalking plugin, Keycloak Identity Server plugin,
echo plugin, ssl private key encryption, etc.

I think it's time for a new release. What do you think?
Who wants to be the release manager for this one?

Hi Ming,

Okay, and here are the improvements I obtained from merged PRs

Core
- Admin API: Support unique names for routes
- Optimization of log buffer size and flush time

New plugins
- Apache Skywalking plugin
- Keycloak Identity Server Plugin
- Echo Plugin
- Consume Restriction Plugin

Improvements
- SSL private key encryption
- Batch Request: cp all header to every request
- Improvement of docs for multiple plugins

Sure, you can create 1.4 PR and add changelog together.
But only committer or PPMC can act as the release manger to sign release
package and launch vote thread.
