the behavior of creating a dummy POM was dependent on the artifact resolution process throwing an ArtifactResolutionException, which doesn't happen when in offline mode (it's a pretty intrusive way to go, since the user told m2 that it was offline already). So, I changed the DefaultMavenProjectBuilder to ensure that the resolved artifact's file exists before trying to build it...if it doesn't, create a dummy model. If the resolution process fails with an ARE, create a dummy model.

I tested this with it1017, by adding a CLI option of '-o'.

I will commit this when SVN comes back online.
