I spent an afternoon trying to figure this out by connecting a debugger. I think I understand what's wrong, but I would need to learn more about JFlex to figure out how to fix it. It appears that the code generated by RawMXMLTokenizer.lex doesn't know to break out of a loop in certain situations. It just continues looping if a comment is open and it reaches the end of the file. Basically, just reading the EOF over and over again.

I assume it's the same with the unclosed CDATA in FLEX-35184, but I did not specifically check in the debugger for that one.
