    Description: We currently have a max pooling layer, as well as a specialized built-in max pooling op for targeting GPUs.  This task aims to add an average pooling layer, along with a built-in average pooling op.  Average pooling is used, for example, in the final pooling layer of a ResNet50 architecture.
