Documentation contains "[Element:" instead of the the expect text

Documents built using the command "build docs" may contain " [Element: ]" in
place of the expected text.  

The velocity log file, velocity.log, will contains the following error message:
   error using  VM library template VM_global_library.vm :
org.apache.velocity.exception.ResourceNotFoundException: Unable to find resource
'VM_global_library.vm'

Workaround:
  Use ant, i.e. "ant docs" instead of "build docs"
