[apache/incubator-teaclave] [Bugfix] add uae download in dockerfile (#534)

## Description

Teaclave compliains at runtime: `error while loading shared libraries: libsgx_uae_service.so: cannot open shared object file: No such file or directory` if `uae` is not installed.
