The bug is definitely in 1.3.5. If you take down an arbitrary node, and the monitor displays a notice that the node is unresponsive for more than 30 seconds, you are seeing this bug. To recover, restart the master.  [r1212020|http://svn.apache.org/viewvc?view=rev&rev=1212020] should fix 1.3.5.
