[VOTE] Promotion of 'jakarta-site' to project status and addition of Rob Oxspring as committer to same

In my pre-coffee "get through the email" early morning ritual, I asked for a
vote on the following under a Re:....  Sam pointed out it should be a new
thread with [VOTE], so here it is

In order :

1) PMC VOTE : Proposal - to declare jakarta-site to be a Jakarta project to
provide a 'regular' vehicle for participation as a committer for those
contributing via documentation, site maintenance, and related.

Yes.  The commons mailing list is rediculous enough as it is.  Way too 
much traffic for a mere mortal to
parse.

-1.  IMHO, the jakarta-site module has no place in the Jakarta Commons
(according to its charter).

here's a few:

jakarta-site has an active community, is a valuable addition to the
jakarta project, and already has most things set up that are normally in
use by a project, save perhaps the separate mailing list. The one thing
it does not have is 'official' status.

Giving it this recognition that it really is a project gives the people
that work on jakarta-site the recognition they deserve. It promotes the
fact to the outside world (ie people not part of the community yet) that
we care about our documentation, and that it is possible to participate
in working on that without meddling with java code.

I can elaborate if you think it neccessary; I'm probably not the best
advocate tho =)

jakarta-site already is a jakarta project in all respects but the
official status.

The alternative is to make jakarta-site a commons subproject, which I am
mildly opposed to as the site would become subject to commons voting
rules, it would imply discussion of jakarta-site should be on the
commons mailing list (I'd like to keep it here) etc etc.

I always tought of jakarta-site as a 'shared resource', like the sandbox,
where anyone can edit docs for his project ( or fix the spelling of his 
name - I should do that before I need a vote :-)

Making it a top-level project would make this a bit more complicated.

I'm +1 on making Rob a jakarta commiter. I don't think we should make a 
project just for that, or complicate things on jakarta-site.

If jakarta-site is to become a project we should spend some time 
discussing the rules, who is commiter, etc. Every jakarta commiter
who ever wrote a javadoc comment should be a member IMHO - after
all the docs are contributions to jakarta-site :-).

So far it seems you have this 3/4 ( i.e. 3 +1, one -1). Call my vote a

Over at xml.apache we have Forrest, that will be creating the new 
xml-apache site.
It's more than evident that using a common repository for the website 
hasen't worked, and Forrest will be publishing the site automatically 
based on the docs in the projects' CVS.

It's quite some time that we have been using Forrest to publish a test 
site automatically from CVS every hour, and now we are testing the new 
facility for doing it for registered projects ala Gump, with which full 
integration is sought.

We support skinning, PDF generation and a revised Document DTD. Avalon, 
for example, is starting to use a Forrest-like system with a tigris-like 
skin, and will probably migrate to full Forrest soon.

The latest Forrest site generated automatically every 2 hours is at 
http://www.outerthought.net/forrest/ .

I agree here. Top level projects need some kind of charter. Jakarta-site
deserves one as well.

It already has one, except it is not clearly written down and has never
been voted upon. This should be written down so we know all votes are
for exactly the same proposal.

Not wanting to mess with PMC business too much, just a little concerned
I'll have to start parsing yet another mailing list for [VOTE] tags I'm
obliged to concern myself with as a committer....

mention about the initial set of commiters - I assume from your answer 
that anyone that happens to be on the list will remain there, and 
they'll add more commiters. 

Most people on the list just made ocasional changes ( me for 
example ), I don't consider myself a 'commiter' on jakarta-site
based on that.

There is also the question of 'rules' - will jakarta-site commiters
decide ( majority vote ? ) on 'releases' or on the technology used to 
generate the site ? How will 'commit-then-review' work - since 
the information will be on the first page and very hard 
to take it back ?  Will we have a delay between commits to cvs and
the site generation so the review can happen ?

You know, the kind of stuff one would expect to see in a top-level
project proposal, besides 'let's just create a new project'

There is no 'overrule' or 'veto' on a majority vote. For jakarta-site 
project I think we have to wait - I think there are still 2 vote2 missing
and it can affect the result.

I hope that we'll at least have 2 more commiters proposed in jakarta-site 
- so they can add more and decide the rules/goals of the project. Until 
now it was an open repository where any commiter could just ask and get
access ( or was it everyone has access by default ? ). So people who
want to make last-minute fixes - hurry up.

Conor and Diane haven't voted, so far is a 4-1 vote so after the 'timeout'
it'll pass.

My -1 was conditional on the existence of jakarta-site as a project - if
it becomes a project, then only it's commiters vote will cound and so 
far we don't know any commiter. So the vote on something that doesn't 
exist where we don't know who can vote doesn't make sense.

Firstly thanks for the vote of confidence from everyone!

I've been trying to keep quiet through this lot partly so as not be pushy
and partly because I'm pretty busy at the minute but things look to have
fizzled out a bit...  So what's the status / next move?  I think I have the
tally about right for the various votes below (sorry if any were missed -
some +1s changed the statement a bit and I wasn't sure whether to include
them) and it looks to me that I'm probably in but with dispute over which of
the following describe me:
-    Jakarta Site subproject member
-    Jakarta member with jakarta-site access

An interesting situation where the organisational differences seem to have
little or no affect on the actual rights & responsibilities involved as far
as I can see.  So how does this get resolved? - does the PMC vote overrule
Costin? - do we need to wait for more pmc votes? (Can't remember who's in
the PMC and therefore whether 3/4 is fulfilled).

It would be nice if I could get things set up and gain access before posting
draft / final copies of the newsletter next week sometime but I can continue
with the pestering "can someone commit this" mails for now if the situation
is deadlocked.

I also agree with this, I think that making non-coding contributors
commiters to commons is more of an indefensable fudge than elevating the
web-site to project status.

Why?  I consider documentation participation just as valuable as code.  As
Jakarta grows [out of control ;-> ], having someone interested in tracking
and reporting on what's going on is great.  It makes our efforts more
accessible to outsiders to use and understand, and maybe invites
participation.

A jakarta committer to what?  The structure is that we, Jakarta, are a group
of projects, and each project's community decides who should be a committer.

It's entirely reasonable that our website and related materials be a
project.  It requires the same care, vision and participation as any other
project.

By doing so, it appears that being a commons committer is 'softer' than
being a committer to some other project.  You wouldn't suggest we force ant
to accept him as a committer, would you?

The addition of jakarta-site as a project and the addition of Rob means that
we are recognizing him for his specific contributions.

I don't mind us changing the rules to allow this new class of committers,
but adding jakarta-site fits entirely with our current model with no need
for changes.

I'm -1 on both. Sorry.

Making jakarta-site a top-level project just to provide a 'regular'
vechicle for participation as commiter is a pretty bad reason and
a bad solution. And I can't see any other reasons.

I'm +1 on making Rob a jakarta commiter, and the associated right
to vote, but since I don't think jakarta-site is a project I can't
be +1 on the second proposal.

We can make him a commiter on commons, or any/all of the projecs where
he participate ( by providing digests of the mail - a very important
contribution even if not code ). Or we can change the rules to state
that we can have commiters who are not associated with any project.
That would also cover cases of people who stop participating in 
a project, but want to stay around. 

The right to vote for PMC and access to the commons-sandbox, access
to jakarta resources ( including email, a home dir/page, etc ) should
be granted for all those who contribute to jakarta, even if they are not
curently associated with a project.
