Jena JMX

ARQ has some JMX support - nothing really exciting but the structures
are there and work.

Sub systems register some MBeans for static information like version,
build time and name. ARQ exposes the global context, as well as last
query and last algebra and also a count of number of queries run and
other parts of the system record the version information).

Fuseki should add some details on a per dataset basis and per server.

I wondered about doing a "load average" i.e. averaged counts for the
last 15/5,1 minute.

What stats do people want?
