New MaxSVN releases (incl. 1.9.9 and 1.10.2)

Hi,

I'm happy to announce the release of new MaxSVN versions today:
- 1.7.22-9
- 1.8.19-2
- 1.8.x-dev-19-r1829788-1
- 1.9.9-1
- 1.10.2-1
- trunk-dev-r1836013-1

These versions were built with an updated set of dependencies/build tools:
- CMake 3.12.0
- Python 2.7.15
- SQLite 3.24.0

More than 19 man hours were invested in this release.

Highlights in these versions are:
- updated dependencies/build tools
