Just to provide a bit of bigger background: starting daemons on install is a policy of Debian. We can always override the behavior (see how it is done in Hadoop) but the troublesome part is -- it then *can* affect upgrade path on Debian (IOW -- you upgrade the package and the daemon doesn't restart).

It would be really nice if for Bigtop 0.7.0 we could:
  # make a Bigtop-wide policy decision that we don't start daemons on package install on Debian
  # make sure we can solve the upgrade problem (or make sure it is not a problem at all)
