Sorry, but the fix is incorrect.

There are two types of RDF files.
The DOAP for projects.
The PMC descriptor for PMCs, which is the one described at the link.

The DOAP syntax uses

<asfext:pmc rdf:resource="http://bval.apache.org/" />

as I wrote originally.
