### Summary
- Remove CONFIG_NET_LOCAL=y from wifi configurations (spresense:wifi and stm32f4discovery:wifi), because the interface is not used.
### Impact
- This PR only affests spresense:wifi and stm32f4discovery:wifi
### Testing
- I only tested this PR with spresense:wifi. However, stm32f4discovery:wifi should work as well.
