One war for two contexts, need to disable shiro for one (admin instance)

Hi,
having one single war to be deployed on Tomcat for two context I need to
disable URL protection for one running instance which is likely an admin
instance, I don't want to change in admin's shiro.ini as a single war should
be maintained.

Any suggestion ?
