[PR] KAFKA-18440: Convert AuthorizationException to fatal error in AdminClient (#18435) [kafka]

   Cherry-pick commit https://github.com/apache/kafka/commit/2b7c039971a37b1d568913a7ffa49d8abf50c79a.
   
   Since 3.9 branch doesn't have file `test-common/test-common-api/src/test/java/org/apache/kafka/common/test/api/ClusterTestExtensionsTest.java` and ClusterTestExtensions in 3.9 doesn't support SASL_PLAINTEXT, so removing related test case.
