While NiFi is part of a cluster and is initializing the Flow, it displays a very misleading status message, "Cluster is still in the process of voting on the appropriate Data Flow."

This message is shown until all processor groups have been synchronized with the registry/etc... Should be more generic, like, "NiFi is still initializing the Data Flow".
