The PBL official page and description is [http://www.spamhaus.org/pbl/index.lasso here] and that page can also be used to look up an IP in the PBL.  Essentially, this rule tests whether the source IP is of the sort relatively likely to host a "botnet zombie" and not expected to host a normal mail server, and the PBL has Self-Service removal and IP owner management mechanisms.
