The load into partition results into an alter partition message to metastore. There are multiple alter partition options and it's tricky to figure out which is attempted here. Currently we don't try to distinguish the operation type. All alter partitions are treated as set-location.
With the new privilege model, this requires URI privileges as well which causes the load to fail.
