It's to ensure we have the _functions_ ap_[gs]et_module_config all the time.
When AP_DEBUG is not defined, these are defined as macros.

And, yes, I agree that config.c would be a better place for those functions.
However, I didn't want to move anything in this commit, but just wanted to
compile them in unconditionally.
