   ### One-line summary [问题简述]
   Right now, when chart is overlapped, echarts is hiding first, second or one of the last two x axis label in this [function](https://github.com/apache/incubator-echarts/blob/master/src/component/axis/AxisBuilder.js#L258)
   I think it should be modifyable by user. User may want to see this label even if it is overlapped and choose whether show or hide this label. 
   
   There should be an option to show second or last x axis label when overlapped.
