4.10

I think there are some good improvements in the stable branch, and I'd
like to release a 4.10 soon.  I'll be RM (first time!). I'm thinking
of creating an RC in about a week.

Ryan, thanks for volutneering. In general seems like a good idea to me.

FWIW...

SOLR-2894 has been soaking on trunk for ~ 48 hours now.  (After a few 
months of heavy sustained effort.)

It's a meaty change, and my plan was to give it another 24-72 hours 
(depending on whether any test failures popped up) and then backport to 4x 
... but given the scope of new code, I'd prefer if it soaked on the 
4x jenkins for a day or so as well to be confident nothing broke in the 
backport. (i've already done the svn merge locally and it's fairly clean - 
but that doesn't mean there aren't some logic changes that could pop up 
under jenkins testing)

I bring this up, becuase i'm not sure what your personal schedule is like 
for the next week, and when exactly you were thinking about creating the 
release branch.  My personal pref would be if you could create the branch
