   There's an API in backend to provide the server TimeZone since 6.5.0 ([PR](https://github.com/apache/skywalking/pull/3498)), the CLI should take use of this API to determine the correct TimeZone, also, the CLI should be compatible with older versions that don't provide the TimeZone API
