Configuring maven-proxy to point to a maven1 repo

Is there a way to set up maven-proxy to point to a maven 1 repo for
maven 2 builds? 
 
I know you can configure a repo in your pom as follows, but we don't
want to connect to outside repos directly:

	<repository> 
	    <id>java.net</id> 
	    <name>java.net</name> 
	
<url>https://maven-repository.dev.java.net/nonav/repository</url> 
	    <snapshots> 
	        <enabled>true</enabled> 
	    </snapshots> 
	    <layout>legacy</layout> 
	</repository>
