YARN914 is for graceful decommission, which could tolerate longer waiting time. As to the resource reported to scheduler, seems the patch has been available in trunk, which we can base that on too. 

Either graceful decommission or draining method would result in resource wasted in the node. Another Jira MAPREDUCE 4710 deals with similar issue, where map output lost is tolerated but it has the benefit of not wasting resources in the node during the whole rolling restart process.
