upgrade to Schema PR syntax for declarations

Hi folks,

Thanks to excellent work by Ted Han, changes to enable Xerces to handle the
PR syntax for attribute declarations are now in CVS.  For those who aren't
aware, <attribute>s no longer have a "value" attribute; instead they have
"default" and "fixed" attributes and "use" has fewer legitimate values.

alpha-testing is always welcome, but if you do a CVS checkout beware that
some of your CR-valid schemas may now be broken.
