In order to support waypoints (DISPATCH-34), the router must be able to create on-demand outbound connections to the waypoint's container.

This feature allows the router to be configured with an on-demand connector, complete with host/port, authentication, and SSL information.  This connector lies dormant until some other entity in the router needs a connection (i.e. a "waypoint" with a live subscription or messages for delivery).
