The files are created by the keys*.py scripts in

https://svn.apache.org/repos/asf/infrastructure/site/trunk/people

These are run by an apsite cronjob.

It is important that stale entries are removed, so I suspect it may be necessary to populate a new temporary directory initially and replace the current one on successful completion.

Also of course it would help if failures were logged somewhere.
