It might be possible in some use-cases where an operator fat-fingered and accidentally marked an agent as gone (failed). Subsequently, volumes/reservations on the given agent won't be accessible anymore. An operator might want to get-around this and transition the given agent back to active to re-use the volumes/reservations. We should think about introducing a {{MARK_AGENT_ACTIVE}} call for transitioning gone agents to active.
