The patch adds one more  manual command in the manual step of the wizard: _"sudo su -l hdfs -c 'hdfs zkfc -formatZK' "_ 
This also removes stop namenode command from step-4 which was introduced as a requirement in AMBARI-3526.

Also if this is done then we don't need to make sure that the namenode that is moved is in standby state by stopping namenode initially.
