xsltc doesn't select last template when priority equal

Actually it doesn't matter if the template priority is 
explicitly set. Conformance test impincl06 shows that when
there are multiple templates with the same match pattern 
(e.g., match="author") without any explicitly set priorities,
the first template is being selected. In this case, the 
there is another matching template that comes after the 
first one. Note, it is contained in an included stylesheet,
but the include comes after the first matching template.

I'm going to increase the priority because this affects 
multiple tests.
