Currently submitReservation returns a ReservationId if sucessful. This JIRA propose adding a getNewReservation in ApplicationClientProtocol for the following reasons:
  * Prevent zombie reservations in the face of client and/or network failures post submitReservation
  * Align reservation submission with application submission
