[VOTE] Release Chain1.1 based on RC3

I have just uploaded release candidate 3 (RC3) for Commons Chain 1.1

A couple of issues have been resolved since RC2 and additional tests
for those issues added:

notes to include full details:

The only changes since RC3 are this update to the release notes and
unpacking the source distro to a different directory

Thanks.  I will review this evening (US Pacific).  Regarding Robert's
release notes comment, I also like to at least see a "published"
release notes file included with the distro and ideally for this to be
a text file.  The way I handled this in [math] was to create a custom
jsl for the maven annoucement plugin.  Look at project.properties and
the referenced file, release-notes.jsl for [math] if you want to go
that route.  I would be fine with just including a static copy of the
stock html changes report, though, and even missing that is not enough
by itself to keep me from +1.

Nits:

1) Home page, fourth paragraph, last sentence:

Cruft? Lets remove?

2) No sigs again [1]. Doesn't bother me too much, but it'd be nice to

a few nits:

the source distribution unpacks to the same directory as the binary
distribution

not a big fan of using the change-report document as the release notes.
for the source distribution, this means that a user needs to know how to
build the documentation before they can read the release notes. i much
prefer release notes to be text (i usually read them from the command
line). improving this probably needs a plugin so i'm not going to hold
up this release.  

but overall it's just about good enough
