Currently, if the BDB HA node goes into a detached state (as it does when it restarts itself when it detects that quorum has gone), the virtualhost remains available.  

If a client attempts a virtualhost operation whilst the node is in this state, the operation appears hangs with timeouts appearing on the client.  This hang is owing to the ReplicaConsistencyPolicy - which defaults to 1h.

The virtualhostnode should replace the real virtualhost with the 'replica' virtualhost when the node is in detached state.  This will cause existing client connections to be disconnected and new connections will be disallowed.
