4.5 is an in-place-upgrade for 4.0.
Will depend on if the systems has it installed or not.

But maybe, if stated 4.5 we can somehow validate, that 4.5 is really installed.

That's a good thought.

If the tools are there, will the runtime always be? If so, is there a situation where you might need to use the installRoot without the tools, and confirm a certain framework?

One option would be an enforcer rule that inspects a known assembly, much like the animal sniffer or enforcer rules in Java :)
