Spindle 3.0.38 integration build available

Fixes a reported bug that the Tapestry Library that Spindle provides is
broken in Eclipse 3.0 M7 (and similar integration builds)

**Temporarily ** the update site is at an IP address instead of
http://data.intelligentworks.com
