[Vote] Release mod_fcgid 2.3.6

Due to the inclusion of a security fix, I hope to get enough feedback

tested on OS X with httpd 2.2, Linux with httpd 2.0 & 2.2

Thanks everyone for testing. As mentioned before, we're on a 24 hour
schedule for this release, and we have the necessary votes.
I just moved the release artifacts from dev to release and will wait
for the mirrors to update before announcing.

+1 on Ubuntu 10.04 with httpd 2.2.x.
seems to have trouble with apr-trunk's apr_support.h not being public
header but not a worry for security release.

Improved from 2.3.5, built and packaged a win32 module, so +1 here
