servlet reading in bin directory.

I've created a context configured the same way as the "examples" 
context.

I've written a servlet that is supposed to read a configuration text 
file.  Why is the servlet looking in the bin directory of 
%TOMCAT_HOME%?  Everything works well when running with 
the java servlet dev. kit.
