When developing a theme, when do the html/decorator-top.vm and html-basic/xxx files come into play?

Jetspeed 2.1.3 building a them based off of Tigris.  The tigris
directory structure contains the following folders:

 

/webapp/decorations/layout/mytheme/html/* 

And

/webapp/decorations/layout/mytheme/html-basic/*

 

The files in these folders seem to be repeats of files higher up in the
structure.  I cannot find any documentation on when these files are used
instead of the other files?

 

When do they come into use/play? Are they necessary?

 

Also, when are the files in the
/webapp/decorations/layout/mytheme/templates/ folder used?
