Problems with xsl:when and xsl:if

Hi all, 

I am new to this technology.

I would like to test some values using xs:if and xsl:when 
coming from xml.
Something like this
<xsl:choose>
   <xsl:when test="$pic = '12'">
   <OPTION selected="selected" value="12">First </OPTION>
   </xsl:when>
   <xsl:otherwise>
   <OPTION value="12">First</OPTION>
   </xsl:otherwise>

<xsl:if test="@hef='50'">
<td><B><xsl:text>Test: </xsl:text></B>
<input type="text" name ="mids" SIZE="10" MAXLENGTH="10" 
value="{hef}"></input>
</td>
</xsl:if>
