browser window detection with SLCSS

Unless clients track window specific state and use our browser window
detection thing for that, I think we can let the
SecondLevelCacheSessionStore implementation turn off this detection by
default, agreed?

All that I remember is that some people wanted to remove the whole
detection altogether rather than just turning it off by default. It
may all have been mis-communication though. Anyway, everyone is happy
now! :)

as far as i can remember...
i had that in place.. some particular person, which name i will not mention,
removed that ;)
