My vote on this would be that we remove mentions of PDF docs. If someone wants
to step up and fix that build chain some day, that would be great, but we don't
have a great demand for a PDF version, and we don't currently have anyone
around who knows how to make this work.

Then, once those references are gone, we can close this WONTFIX.
