Blanket typo-fixing permission for *all* committers.

It's silly when someone who has commit access anyway has to ask for
approval before fixing an obvious typo in a web page or a doc string.

I propose we simply say all committers, including partial committers,
may fix obvious typos and grammar problems wherever they see them.  We
can rely on the committer's judgement to determine whether or not
something is a "obvious".  It's all under version control anyway, so
no permanent damage will result if someone makes a bad call.

Any objections?  If not, I'll make the appropriate adjustments to
hacking.html and COMMITTERS.

Trying to cut down on the overhead,

+1. And we could add that it even include commit messages. (Yeah, I want
more people fixing my typos;-)
