few notes
* seems to affect only win7+ie11.  IE11 on win8 does not seem to be affected.
* worst case doing a use { pointer-events: none } seems to "not freeze". however this also means the svg elements looks interactivity (click on vertex to go to details wont work). but would be willing to consider this if no other solution is viable.
