We can't observe the controller configs from the log file. We can copy the solution used by broker (https://github.com/apache/kafka/blob/trunk/core/src/main/scala/kafka/server/BrokerServer.scala#L492).

Or this issue should be blocked by https://issues.apache.org/jira/browse/KAFKA-13105 to wait for more graceful solution.
