solrb deployment

I've created a placeholder for deployment documentation for release  
candidates (let's all call them RC's from now, until we're ready to  
go through a formal release with PMC oversight and such):

Ed - would you document the steps needed to deploy the gem stuff to  
the RubyForge project?

And can we add those steps to the Rakefile?

I just added the basics.

Theoretically *we* can. I don't have the time to make it happen  
myself at the moment. In practice (with other rubyforge projects) I  
release so infrequently that automating has never been a high  
priority for me.
