docs and 1.3

I didn't see any resistance to the idea, so I stuck the
/export/pub/apache/docs directory onto the APACHE_1_2_X branch. Any
docs changes which apply to 1.2 as well as 1.3+ should go to that
branch as well as to the head. I also started a little bit of Apache
1.3 documentation. A very little bit. But maybe it'll encourage others
:)
