WF_ACTIONS and SLA tables

I was looking at the case from an existing Oozie 4 (without OOZIE-1468) to trunk (with OOZIE-1468) without upgrading the database. So all of the database related changes already put into trunk should have required a database upgrade to version 3 (Oozie 5), as is now being done in OOZIE-1548? Then we also shouldn't have them listed under "Oozie 4.1.0 release" in the release-log.

> Its useful to have a created_time column in WF_ACTIONS table that is set at insert time and not updated later. This can be used to know time of insert and its required for table partitioning(for db purging).
> Any thoughts?
